Nevertheless, other areas (Asia, the Middle East, Latin America) have gained in priority often at Europe’s expense, there are tensions in our relations with Europe, and socially and culturally Europe and the United States have increasingly gone their separate ways. These broad social and cultural changes within Europe inevitably have a major impact on foreign policy. Since Europe is now so rich, as well off as the United States, Europe tends to feel it does not need the United States for much anymore.
Europe has sent troops to Afghanistan but mainly for noncombat missions; the United States has had to bear the main burden of war-fighting. Europe overwhelmingly favors negotiations to solve the conflicts over Iran’s and North Korea’s development of nuclear capacities; the United States has followed, again, a more confrontational approach. Shielded from domestic interest groups and public opinion, European foreign ministries are much more critical of Israel and favorable to the Palestinian cause than is the United States.
It tends to boost the numbers up above what they really are. From my travels and research in the area, I believe Eastern Europe is considerably poorer than these numbers show. I think these numbers have been “cooked” to show Eastern Europe in a more favorable light than is actually the case and to disguise from the West Europeans how much they will have to pay in taxes and the subsidies to bring the East up to European standards.
